Steps to reproduce:

opened config
changed permissions.default. images to 2
I changed it back to 1 and 2 several times
I rebooted several times. The problem persists.
This setting worked fine until today when the software updated itself.

Actual results:

Images continue to display

Expected results:

Images should not have displayed
