Details
Bug 1601301 changed MediaManagerService.mediaCaptureWindowState() to not iterate over subframes and only handle one frame at a time, for fission usage. A flag was added for compatibility with android code, which wasn't changed by that bug.
The android callers should be updated so that this flag can be removed.
