1608595 - HighlightLine can disappear too fast when it fades out while UI hangs

Clicking into pretty-printed files, or pretty-printing files that you jumped to before. This is mostly related to additional hangs/rendering that happen after the file is displayed.

The other issue is the delay in the animation: https://searchfox.org/mozilla-central/source/devtools/client/debugger/src/components/Editor/Editor.css#11 . It causes 200ms an artificial delay in highlighting the right line even though the file is ready.
