Thanks for reporting - can you tell us more about your macOS hardware? I have a macbook Air and I don't see the menu item, but I do see it on my work machine with has the touchbar. Thanks!

I'm using a MacBook Pro (Retina, 15-inch, Mid 2015) running macOS Catalina 10.15.2 with Firefox 72.0.1.

Harry - Please see Comment 2 - I guess some macOS hardware is showing the menu item when it shouldn't.

Thanks for the report. Can you see the "Customize Touch Bar..." menu item in the menu bar (under "Firefox"), at the bottom of Firefox's Customize screen, or both?

I saw it under "Firefox". It is worth noting that I can no longer reproduce this issue as of today. However, earlier this week I was able to produce this issue consistently. The menu option is no longer available. I promise you I'm not crazy because I did click it and I was able to drag touch bar items down into my non-existent touch bar.
