On Jan 13th, we adjusted the tokenserver config to route 1% of new users to spanner. We'd like to pause for observation on the 22nd.

Specifically entails changing the MigratePercentage from 1 to 0.

Is this still on for today? (I'll assume so, and go ahead and do this today)
