As part of bug 1579477 we want to migrate https://searchfox.org/mozilla-central/source/browser/base/content/browser-allTabsMenu.inc.xhtml to Fluent.

Hey Artem,
The All Tabs button appears in the top right as a "v" after you have enough tabs in the tab strip to "overflow", causing them to scroll left to right. Opening up a few dozen tabs should show it. It doesn't look like there are many DTD entities in https://searchfox.org/mozilla-central/rev/4ccefc3181f9d237ef4ca8bd17b4e7c101ddf7b5/browser/base/content/browser-allTabsMenu.inc.xhtml, and nothing looks particularly special, so I suspect this will be pretty straight-forward.

Verified fixed as part of PI 551; tested with Nightly 77 across platforms (Windows 10, macOS 10.15 and Ubuntu 18.04).
