As part of bug 1598744, we are looking into reducing CI costs by eliminating tier 2,3 jobs on autoland and possibly making them require --full when submitting to try.
Bug 1598744 comment 10 shows the break down for the Firefox 72 (Dec 2 - Jan 6) time period.

The cost for this job is tiny and the savings will be overwhelmed by the time spent writing, testing, reviewing and landing the patch. I think I would personally recommend wont fixing this one.

This is actually a special case. It only makes sense to run on autoland, and we want it to be tier 3 as only tools folks like us should be looking at it.
This particular shadow-scheduler doesn't provide much value, but we'll be adding new ones in the future that will be important. So I figure at the very least it's making sure we don't break the shadow scheduler mechanism.
