Sender of message with RFC 2047 encoded emojis (From: =?UTF-8?B?8J+HsPCfh60g8J+HqPCfh7Lwn4en8J+HriDwn4en8J+Hqw==?= <me@use.net >) not displayed correctly

I received the attached message on a mailing list. It has
From: =?UTF-8?B?8J+HsPCfh60g8J+HqPCfh7Lwn4en8J+HriDwn4en8J+Hqw==?= <me@use.net>
which Thunderbird displays as From: ๐ฐ๐ญ ๐จ๐ฒ๐ง๐ฎ ๐ง๐ซ
Decoding 8J+HsPCfh60g8J+HqPCfh7Lwn4en8J+HriDwn4en8J+Hqw== at https://www.base64decode.org/ gives ๐ฐ๐ญ ๐จ๐ฒ๐ง๐ฎ ๐ง๐ซ, and decoding the entire RFC 2047 token at http://www.jorgk.com/decode/ also gives the same.
However, my mobile phone app displays four flags (see screenshot) and I was told that Gmail also shows the flags.
So who is right? Masatoshi-san, can you please take a look.

There is nothing wrong with the decoding results. Windows does not include fonts that support national flag emojis by default.
