161039 - show bug form is missing "and QA Contact" in "reassign bug to default owner"

Prior to templatization, the show_bug form on the "reassign bug to the default
owner of this component" radio button showed "reassign bug to the default owner
and QA contact of this component" if you had QA Contacts enabled.  This
disappeared at some point along the line, and it only shows "to the default
owner" currently.

edit.html.tmpl has:

      Reassign bug to owner
      [% "and QA contact" IF Param('useqacontact') %]
      of selected component

This WFM at home (although we're missing a space between 'owner' and 'and').

Fixing trivial but obvious bug where "and QA contact" was not displaying
correctly; noticed on b.m.o. No bug number.

but no corresponding 2.16 entry - does bmo just need to update?

This is still broken on b.m.o...  this is old...  has it been this long since
b.m.o updated?
