As we have a limited amount of resources available to run tests on Windows 10 x64 2017 Ref HW, only 10 devices. We should limit the default availability of this resource to run try jobs.

As we have for Android hw we should add the "--full" argument for running Windows 10 x64 2017 Ref HW task on try.

This will limit accidental/unintentional runs on this hw.
