Steps to reproduce:

Go to a 404 page such as https://www.google.com/a/cpanel/bad
Go to a 200 page such as https://www.google.com?q=good

Actual results:

When typing "bad" in the address bar, there are no suggestions from history for this keyword
When typing "good" in the address bar, there are suggestions from history for this keyword

Expected results:

When typing "bad" in the address bar, there are suggestions from history for this keyword
When typing "good" in the address bar, there are suggestions from history for this keyword

Seems like this could be intentional, maybe there's some config for it?

Bugbug thinks this bug should belong to this component, but please revert this change in case of error.

It is intentional, you can find error pagesin history by searching the history sidebar, but we hide them from the urlbar, unless there's at least one valid visit to them. There's no config for that.
