Add warnings in Lando when code review bot reports some CI breaking errors

The code review bot now reports Mozlint errors as Phabricator lint results.
They are displayed differently than warnings (as inline comments) because the developers should not be able to ignore such errors.

We would like to have the same errors displayed as warnings in Lando when a developer try to land his patch.

The errors list could be retrieved from 2 sources:

  1. Phabricator itself, if there is a way to list the lint results for a revision/diff/build
  2. the code review backend through its REST API - the diff ID would be the only thing needed (plus a basic auth token)
