Originally from bug 1560038.

We need to add FluentTypes - at least Number, DateTime as WebIDL exposed classes to allow users to pass partially formatted variables - https://projectfluent.org/fluent/guide/functions.html

I spun this off of bug 1560038 because we don't currently use that functionality in Gecko, so it's safe to add separately.
