Page ruler when refreshed while beign active stops working and when you change tabs with the ruler active it bugs too

Steps to reproduce:
I can reproduce by following these steps:
- Start Firefox by clicking on the desktop icon
- f12 or right click then inspect element
- clicking in ruler icon to toggle it to see page proportons
- refreshing the page or changing tabs while the ruler still active
Actual results:
After refreshing or changing tabs while active the ruler metrics and page proportion disappears. The only way I found to make it work again is closing inspect elements and opening again.
Expected results:
After refreshing or changing tabs the ruler should still work showing the page resolution and not have to close and open inspect element again to work.

Thank you for the report!
This issue still persists with 72.0.2(20200117190643) - confirmed on Win10.
However, it is fixed with the latest Beta/Nightly builds 73.0b11, 74.0a1 (2020-01-29).

I can confirm that this is not reproducible in Beta and Nightly. I will close the bug as invalid. Please feel free to reopen it if it occurs again.
