Steps to reproduce:

  1. Open https://www.w3schools.com/tags/movie.mp4
  2. Mouse hover on the video

Actual Results:
Picture-in-Picture toggle icon does not display

The PiP button doesn't appear because the video is 13 seconds, which is shorter than the minimum of 45 seconds, per https://searchfox.org/mozilla-central/rev/2e355fa82aaa87e8424a9927c8136be184eeb6c7/toolkit/content/widgets/videocontrols.js#133-136
