I'm looking for replacing Master Password prompts with Windows Hello prompts in during normal browser use, not just when changing security settings or revealing saved passwords. I'm not seeing that mentioned in bug 1194529's discussion; is it implied?

You mean you want an out-of-context Windows Hello prompt when a page loads and would autofill a saved login? We may make than an option at a later time but that's not in scope for the initial version which is protecting the passwords when shown/copied in plaintext.
