Steps to reproduce:
- Launch Firefox
- Go to twitter.com (or any other site)
- Fill in the username and password fields
- Click on "Forgot Password?" or any other link that navigates to a different site in the same tab
Expected:
The save prompt should not be displayed without the user action to actually submit the typed in credentials
Actual:
The save prompt is displayed upon navigation to a different site.
Regression-Range:
Not a regression. It can be reproduced back to FX68.
Note
This could could be a dupe or already known functionality. Would like to have a confirmation for it to have as future reference.

This is expected behaviour as there is no good way for us to differentiate the forgot password link click from a submit link/button click.
