Steps to reproduce

1. Launch FF
2. Open Devtools plus RDM
3. Select any device from the simulation list
4. Right click anywhere

Expected result

• Context menu should appear next to the cursor.

Actual result

• Context menu does not appear next to the cursor.

Regression range

• First bad: 2018-02-23
• Last good: 2018-02-22
• Pushlog: url
• (1) this range is for the menu opening at the second menu_option;
• (2) with more recent builds the offset is somewhat worse, as it opens way off from the mouse cursor;
• if needed and this range is inaccurate, I can check again for a range based on this (2) note.

Additional notes:

• pref devtools.responsive.browserUI.enabled being enabled seems to have an effect in causing this issue;
• 68.4.2esr is not affected by this issue.

Reproducing this requires a page with that scales in RDM with meta viewport enabled. Bugzilla pages will do that, so that's a good testcase.
