Steps to reproduce
- Launch FF
- Open Devtools plus RDM
- Select any device from the simulation list
- Right click anywhere
Expected result
- Context menu should appear next to the cursor.
Actual result
- Context menu does not appear next to the cursor.
Regression range
- First bad: 2018-02-23
- Last good: 2018-02-22
- Pushlog: url
- (1) this range is for the menu opening at the second menu_option;
- (2) with more recent builds the offset is somewhat worse, as it opens way off from the mouse cursor;
- if needed and this range is inaccurate, I can check again for a range based on this (2) note.

- pref
devtools.responsive.browserUI.enabled
being enabled seems to have an effect in causing this issue; - 68.4.2esr is not affected by this issue.

Reproducing this requires a page with that scales in RDM with meta viewport enabled. Bugzilla pages will do that, so that's a good testcase.
