Hi Rudolph,
I wasn't able to reproduce this issue on Firefox 72.0.2 or Firefox 74.0a1 on Ubuntu/Windows 10
Could you please check if this also occurs to you on a new profile? You can find the steps to do that here:

I followed your instructions like this:
about:profiles
enter
Create a New Profile
Finish the wizard
Restart Firefox
Now, the menu bar can be enabled and disabled with the alt-key. But the problem is now: there is a window bar. Before there was no window bar, so the 3 buttons (to minimize, maximize and to close) were at the right side of the tabs.
Anyway it would be good, if everything would work like some months ago in Firefox:
- no window bar and
- enabled and disabled the menu bar with the alt-key without the need to create a new profile
I have to make some corrections to my last comment. This is the better explication:

Now everything works in Firefox again like before:

So this bug can be closed because the bug was solved.
