We care about 2 telemetry data:

1. how many cookies are received without sameSite attribute
2. how many cookies will not be exposed because of the "sameSite=lax-by-default" feature.

It might be worthwhile stepping back from the mechanics of collecting and envision what questions you're hoping to answer with these collections. Because it may be that what you want is a categorical histogram, three scalars, or some combination of the two approaches.
