Before the page has finished loading, we erroneously show "no logins found". The simple fix is to hide any message to the user until we know how many logins the user has.

I have verified this issue using the latest Nightly 74.0a1 (Build ID: 20200202214642) on Windows 10 x64, Mac 10.14, Ubuntu 16.04 x64.
- The “No logins found” message is no longer displayed while the “about:logins” page is loading.
