Details

Certain elements of the user interface do not have an id attribute making it
difficult to add/remove them with an overlay.  Items such as the go menu, all
the bookmark menu items, and the cookie manager menu are examples of elements
without attributes.
This is a technical issue, not a UI design issue.

I would suggest filing separate bugs on particular instances of this that are
blocking work...

I don't see an id= on that menu, and I don't see an open bug on it, so making
that the subject of this bug.
