Steps to reproduce:

If exist HKLM\SOFTWARE\Policies\Mozilla\Firefox\Preferences
then the USER GPO HKCU\SOFTWARE\Policies\Mozilla\Firefox\Preferences "browser.bookmarks.file" and "browser.bookmarks.file" will not be applied in about config

That's how Windows Group policy works. User policy isn't merged with Machine policy, it's one or the other.
