161312 - cannot delete folders under "Local Folders"

Under Mail -> Copies and Folders, I have Sent/Drafts/Templates
to be stored under "Local Folders".  I am able to delete
individual mail messages within a folder, but not the folder
itself.

Also, messages under Local Folders get placed into the Local Folder
Trash folder, whereas messages deleted from the Inbox get placed into
the server's Trash folder.  I'm not sure whether this is intended,
but I think the option of having a single Trash location would be less
confusing.

Because we protect users from accidentally deleting these special folders, you
have to make those be non-special folders before you can delete them, by going
into the account settings for the local folders account.
