It would be great to remove this extra spacing (shown in green) so that the toolbar/tab bars line up.

The height: auto; for #ruleview-toolbar introduced in Bug 1599405 to handle the UI better in narrow layouts permits the container to grow vertically ever so slightly and pushes the bottom border out of alignment with the search/filter box in the Elements panel and 3rd panel tabs.
