Clicking the icon to the left of the URL fails to open the Save Bookmark dialog
as it used to.

Reproducible: Always
Steps to Reproduce:
1. Click the icon
2. observe--no save bookmark dialog

Drag and drop to desktop is also reported broken.  Perhaps they are related.
The dialog was removed intentionally in bug 158364.  Dragging the proxy icon to
the desktop works for me in an 0805 build on Windows 2000, but file a separate
bug if it's still broken for you.
