16139 - Return receipts Customize button is disabled

Steps:
1. From Messenenger, select Preferences form the Edit menu to bring up the
Prefernces dialog
2. Under Mail and News, single click on Return Receipts
3. Click on the Customize button

Actual result: Nothing happens, no response.

Expected result: When I click on Customize button,I expect the Customize dialog
pops up like Nova and the Mac.

Mac (1999-10-11-14-M11) Mozilla
This problem does not occur on Mac. When I click on the Customize button on the
Mac, the Customize dialog pops up.

http://bugzilla.mozilla.org/show_bug.cgi?id=6846 is exactly the same as this one
although I have no idea why the other bug is assigned to matt.

Oh come on. I filed that other bug report nearly 10000 reports earlier. Marking
