1614034 - Pages that will autoplay have no mute button

STR (I believe these work better in an office):

1. Increase speaker volume to maximum.
2. Right click this link -> Open in new tab
   https://www.youtube.com/watch?v=dQw4w9WgXcQ
3. The video will not play (yet), but show a (>) icon in the tab bar.
4. Right click the tab.
5. Observe there is an option "Play Tab", but no "Mute Tab".
6. Select the tab.

Actual:

The tab automatically starts playing. There was never a chance to mute it.
Entire office knows you got Rickrolled.

Expected:

It would be nice to make sure tabs have no chance to play audio when selected. Thus, "mute" should be an option when they're about to start autoplaying.
