Tooltip for toggle reader view now shows as Ctrl+Alt+F9 which does work, but previously the shortcut only required F9

+++ This bug was initially created as a clone of Bug #1612723 +++
Steps to reproduce:
- Open a page where the Reader view is available
- Press F9 to toggle the Reader Mode
- Mouse hover over the Reader View icon in the address bar
Actual results:
Shortcut F9 to toggle the Reader Mode does not work. (Instead Ctrl+Alt+F9 does work.)
The tooltip shows Ctrl+Alt+F9 instead of F9.
Expected results:
The Reader view shortcut should be F9.

This was regressed by bug 1612723 not the other one. I think the tags need to be updated.
