Reproducible: yes, with and without WebRegder

Steps to reproduce:

  1. Start with brand new profile
  2. Open new tab and close the other tabs
  3. Clear history everything(incle. cache)
  4. Open https://jp.finalfantasyxiv.com/lodestone/
  5. Scroll to bottom with pagedown key etc. while page is loading
  6. Wait for finish of page loading(tab loading spinner)
  7. Scroll
    ---- observe image

Actual results:
Incomplete image loading/display.
Occurs randomly, not for specific images.

Browser Console(enable content message) shows error:

Not a recent regression. At least, I can reproduce on Firefox38.0esr...

Setting network.http.spdy.enabled.deps = false seems to fix the issue on Nightly74.0a1( 20200209092928) and 38.0esr.
