Steps to reproduce:
Open a webpage with text and hyperlinks. Hover and select text and hyperlinks.
Actual results:
Possibly related, text highlighting is not shown while dragging on text selection. Highlight only appears on mouse release. The problems happen at the same time so I think it's reasonable to say they're related.
The problem happens intermittently. Seems to affect all tabs.
Expected results:
Cursor and highlighting should work as it was for the last couple of years/decades .:)

The chrome UI (navigation bar, url input etc; I think that's what it's called IIRC) also exhibits the problem at the same time. No cursor change on hover, broken url input text selection highlighting.

Happens also in safe mode.

Problem goes away after a couple of minutes. Will confirm if problem goes back again. 50/50 chance of having the issue when starting new firefox process.

Scroll bar is also affected. Will only change position after I release mouse after drag.

I could not reproduce this issue on my end, I tried on Windows 10, Mac OSX 10.14.5 and Ubuntu 18.04.3 LTS with Firefox Release 73.0.1 (64 bit) and Nightly version 75.0a1 (2020-02-19) (64-bit).

So possibly because of a couple of gnome/mutter or firefox updates the issue seems to be gone now.
