One should be able to search for labels, whether a mail is (or isn't flagged).
The custom headers should also contain a "starts with" and "ends with" as

searching for flags is bug 92075

Adding "starts with" / "ends with" for custom headers is a valid RFE. -
extending to also cover filters.

Here it still doesn't work with 1.3b-cvs.
Are you sure that labels (like "Important", "Work", etc. which name is defined
in Preferences|Mail|Labels) work?

wait, don't tell me - you're using IMAP, right?

*tests* - yup, it's indeed missing with IMAP. *bashes head against hard objects*
Heh, and I even mentioned that before in bug 177294. Anyway, I figure there's a
technical reason searching or filtering on "label" isn't possible/easy for IMAP,
but for now I've filed it as a new RFE (in the interest of having only one issue
per bug). Bug 192582

begins/ends is available in all search and filter rules that I can see in 
Moz 1.7.11 and TB 1.0+0803.  => WFM

Reopen if there's a counterexample.
