This will be needed by treeherder to support files in the "test path" filter.
One concern is that this artifact may be very large, and it gets downloaded on the client side. We should make sure to make it as small as possible and gzip it. It could either be a part of a separate artifact or be combined in the same artifact as the existing manifest-by-tasks.json. The latter might give us better compression.
