Steps to reproduce:
Go on a website and click the star (bookmark) button, then the drop-list menu will appear and go to "folder". What ever folder you had used previously will be defaulted to.
Actual results:
The folder I choice to place a bookmark in will switch with the folder I had previously used.
Expected results:
It doesn't swap the folder and stays on the last selected one.

I think the selector always defaults to Unfiled Bookmarks, but it provides a list of the N most recent folders used. Is not that what happens?
Is this a request to always default to the last used folder?

For me, it always defaults to unfiled bookmarks. Unfortunately there's not enough information in the graphic or the steps to repeat that gives enough information to understand this.
I suspect it might be related to the recently fixed bug 1616460 and bug 1605881, the latter should be in the next major release (74).
Given lack of information to be sure, I'm resolving this as incomplete.
