On some sites (www.walla.co.il,www.ynet.co.il) mozilla does not show site icon
in location bar, while other browsers show such icon. Mozilla used to show icons
on these sites in previous version (quite long time ago).

Reproducible: Always
Steps to Reproduce:
1.Open www.walla.co.il or www.ynet.co.il

Actual Results:  No icon in URL bar

Expected Results:  Display the icon

the behaviour changed some versions ago, Mozilla pre-1.0 used to look for
favicon.ico everytime. Now, it'll only look for it if there's <link rel=...> tag
to avoid 404 on the server logs.
Propose to mark INVALID unless there's a dupe or Tech Evangelism.
