Implement Event telemetry (impressions, engagement) in simplified about:welcome page

For the simplified "about:welcome", we'd like to collect the same metrics as the current version in order to measure the user engagement. That will including following metrics:
- Impression of "about:welcome"
- FxA user interactions
- Click signup
- Click signin
- Skip signup
- Cards (triplets) user interactions
- Click
- Dismiss
- Other interactins? (if any)
As for the implementation, since both PingCentre and Events clients require the chrome priviliage, which might introduce some complexity here.

I have verified that the "IMPRESSION" and the cards "CLICK" telemetry events from the simplified "about:welcome" page are successfully displayed in the "Browser Console". Also, using a local telemetry server I have verified that the telemetry pings are successfully sent and received by the server.
Verified using the latest Firefox Nightly (75.0a1 Build ID - 20200305095541) installed on Windows 10 x64, Mac 10.15.2, and Ubuntu 18.04 x64.
