Currently rabbitmq is running on its own instance using the abandoned branch at https://github.com/mozilla-services/cloudops-deployment/pull/1831
We should run it on a10n instead, since it is only used by the a10n components and its data is ephemeral.

I did this in prod today. I'm going to cleanup the old rmq stack in prod on Monday.
