Steps to reproduce
- Launch Firefox, enable PIP
- Access any video on Youtube
- Play the video in PIP
- Resize the PIP frame to the minimum possible size.

- controls are properly displayed;

- controls overlap with the close button;

Still an issue on macOS 10.15 with 82.0b5, 83.0a1(2020-10-05).
Severity could be updated to S4, due to the unlikely-hood of a normal user encountering the issue.
