[Ubuntu] After using the keyboard shortcut to open PiP the focus remains on the site, not on PiP

Steps to reproduce

  1. Play a video from youtube.
  2. Use the combination CTRL+SHIFT+] from keyboard.
  3. Navigate by using TAB key.

Expected result

  • The navigation is done inside PiP. The focus is on PiP.

Actual result

  • The navigation is done on the site page. The focus is still on youtube.

Regression range

  • If it's a regression, I will try to find it as soon as possible.
Has Regression Range: --- → no

I've tested this issue on Ubuntu 18.04 with latest Nightly build back to builds from where PiP functionality with keyboard shortcut was introduced, I’m able to reproduce the issue on every build. Based on this considered that this is not a regression, introduced when the functionality was implemented.
