Details

This is a wierd bug and a bit hard to reproduce.  At times I discover that the
menu is totally inoperable -- mousing over any menu button causes the button to
be selected but nothing drops down when you click on the button.

To demonstrate, keep clicking on the debug menu button over and over again.  If
it still keeps working after about 25 clicks, take a rest for a few seconds.
Then start clicking again.  Keep repeating the process.  Eventually the clicking
stops doing anything.

Once the failure occurs, it can be cleared up as follows.  Put cursor on top
blue bar of browser window and attempt to drag it slightly (assuming that the
window is not full screen).  Nothing happens the first time.  Try a second time.
Now it can be dragged.  And now the menu buttons are working again.

I have no idea what compenent this falls into but I'm guessing that we are
losing mouse events.  So I'm setting component to "event handling".

Remember, I said this was a wierd one.
