Stage one:
a full mozilla installation
(browser+composer+mailnews+chatzilla+inspector+venkman) should be able to run
and function properly if messenger.jar is missing
steps to reproduce stage one:
install full mozilla
runonce
open each component to verify your build is generally working
quit mozilla
rename messenger.jar to -messenger.jar
run mozilla
what i expect is for mozilla to work approximately the same as if messenger
wasn't installed at all.

Marking all tracking bugs which haven't been updated since 2014 as INCOMPLETE.
If this bug is still relevant, please reopen it and move it into a bugzilla component related to the work
being tracked. The Core: Tracking component will no longer be used.
