The TH jobs change over time. This may not be captured by the last_modified property (consider classification that happens late in a job's life).

Either

• figure out an update strategy that will capture the "final" job state (every weekend, re-process all jobs between 14 and 7 days old).
• get a more accurate id-query that will truly capture all recently changed jobs
• update treeherder to ensure last_modified is updated when more records are associated with the jobs
