Build: 08-07 branch build / WinXP-SC

Steps:
1. Load a pop-up window that contains non-ascii characters by using JavaSCript
open window method.
I have test cases:
A. http://babel/JavaScript_i18n/SimpChinese/OpenWindow/gb2312.html
- this one has GB2312 charset meta-tag in both parent and pop-up windows.
B. http://babel/JavaScript_i18n/SimpChinese/OpenWindow/UTF-8.html
- this one has UTF-8 charset meta-tag in parent page, but not set charset
meta-tag in pop-up window.
2. Click on the selections in the test page, to get the pup-up window.
3. Move mouse over the top of pop-up window, and right click.
4. Select View Page source.

Result:
test case A: the characters in page source are garbled.
test case B: the first selction with surrogate character is garbled, the others
are fine.

It turns out this one is relate with bug 161764, it use UTF-8 font to display
page in pop-up window, no matter the pop-up window has charset meta-tag or not.

For test case B, if I specified charset as UTF-8 for pop-up window, then the
source will diplay fine except surrogate character is display as "??".
dup of Bug 176992, I think.

what a hack. I have not touch mozilla code for 2 years. I didn't read these bugs
for 2 years. And they are still there. Just close them as won't fix to clean up.
