Steps to reproduce:

Run the wpt test mentioned in https://bugzilla.mozilla.org/show_bug.cgi?id=1613849 could reproduce this.

Expected results:

FetchEvent.handled is a newly added API in the service worker spec. Please refer to:
spec: https://github.com/w3c/ServiceWorker/pull/1496
wpt: https://github.com/web-platform-tests/wpt/pull/21652

Bugbug thinks this bug should belong to this component, but please revert this change in case of error.
