Details

The background update agent needs to be able to download the update XML document in order to check for updates. Currently, I'm not entirely sure whether the download ought to be through the MAR download mechanism (BITS), a Rust crate, or something else. So the work for this bug will be making that determination and writing a mockup that demonstrates that the selected option has the capabilities we need.
