This adds two new artifacts for 1) subtest failures and 2) the actual
status reported by WPT. These are used on the Chromium side as hints for
defining expectations, which can then be mapped back to WPT Metadata
files more accurately.

We also handle PRECONDITION_FAILED status, which gets mapped to
FAIL for Chromium.
