When using Mail in Plain Text composition mode, if a user holds down the Shift key while clicking the "Compose a new message" _link_ in the main mail account window, Mozilla does not invoke HTML compose mode as it does when Shift+Clicking the Compose toolbar _button_. Expected results when clicking the link should be the same as clicking the button on the toolbar. I've confirmed this using 1.0rc2, 1.0.1 (2002071906), as well as Netscape 7.0b1 on Win32. I'm not able to test this on 1.1a or 1.1b just yet.

While I see the consistency in what is being asked for with this bug, I think it's the wrong consistency. Shift+Click on a link -- which is what that Account Central item is, at least visually -- is defined in Mozilla as "Save link target as..." Implementing the change asked for would cause at least as much confusion as it prevents. A better solution might be two separate links: Compose Plain Text Message and Compose HTML Message. Or maybe a radio button selection between the two modes, next to the Compose Message link. Changing severity to enhancement.
