Bug 1619198 - add mach commands for condprofs

This command will provide two features:

  • --fetch-condprofile : download a conditioned profile
  • --run-condprofile : run the conditioned profile locally

and we'll use it in TC as well

Refactored condprof so we can drive it with mach
