Steps to reproduce

1. Select “View History, saved bookmarks and more” button
2. Select “History"
3. Select "Clear recent history"
4. Navigate with the Tab key until reaching the "Clear now" button

Expected result

• The "Clear now" button is highlighted

Actual result

• The "Clear now" button is not highlighted

Regression range

• Reproducible on Fx 67.0a1. I’ll provide additional info asap.

Additional notes

• Not reproducible on Mac or Windows

Yes I do see that on Fedora 32 + Yaru or Adwaita theme too.
