Bug 1603499 made a change in mozcrash which required a public API change in mozlog. Subsequently there was a release of mozcrash, but not of mozlog. This has caused problems for external consumers e.g. https://github.com/web-platform-tests/wpt/pull/22033#issuecomment-593701350
To fix this we need to bump the mozlog major version and release it (arguably mozcrash should also have a major version bump since a project that depended on old mozlog and new mozcrash would not be able to find a single version compatible with both. But perhaps the nature of the change makes that unproblematic).

Major version number bump for both mozlog and mozcrash + requirements update.
This is very much like the previous mozlog major bump - see bug 1591384.
This patch does not update testing/web-platform/tests/tools/wptrunner/requirements.txt;
I expect that will be automatically updated by the pyup.io bot once mozlog is re-released.
